 Directory of Participants Project Goals and Expectations The Federal Highway Administration (FHWA) has defined mainstreaming as moving Intelligent Transportation Systems/Commercial Vehicle Operations (ITS/CVO) from research, development, and testing to model deployment, then full deployment at the state and regional levels.
