1. Where are the minutes of the Spring Meeting? Bryan apologized for delay.
2. A letter to the State Materials/Construction Engineers encouraging use of the uniform dowel basket standard developed through MC2 and also the cement testing clearinghouse agreement approach for cement testing is to be drafted and sent to Jerry Rohrbach for signature and distribution. Ron Meskis said the last changes to the standard as discussed at the Spring meeting will be faxed to the state representatives (jpeg format will be used for the electronic standard drawings). A copy will also be faxed to Jerry Rohrbach for his attachment to the letter to the State Materials/Construction Engineers.
3. Potential topics for the Fall Meeting. The theme of the meeting is to be High Speed Construction. State reports will be included in the agenda. Possible subjects for reporting could be friction/noise/texture, and current practices of the states in these areas. Another area for discussion possibly is "What are high strength mixes doing for durability?". "What is the high strength use doing to us?" Quick set versus durability. A possible speaker for high speed construction would be a representative of Burns Construction of IN, Harper Construction, the KY contractor that did the warranty project with A+B-C bidding, and a contractor from IA. A corollary subject might be administrative preparation for fast track projects: letting schedule and advance preparation. Also what has to be considered for fast track work regarding mixers, mix type, mix time, etc.? Dowel inserters paver manufacturers. Innovative equipment use; conveyor transportation over traffic to median distribution, etc. What are the little things that have to be considered? How did you get approval from the state for innovation?
4. What is known about the Gunner-Zimmerman plant operation, mix time, mixing efficiency?
5. Northwestern University may provide a speaker to speak about extenders. FHWA (KS) may provide a speaker on their pooled fund solicitation. Possibly tour the PCC lab at the Iowa State Univ. CTRE. A follow-up presentation on the results of the pooled fund meeting in St. Louis on the prototype of hardened concrete air content and system is a possibility.
6. Committee members are to consider the viability of and check for possible speakers on the following subjects:
Studies and Information on HES vs. Durability Contractor Fast Track Planning (Harper Construction, Burns Construction) and Designer consideration of traffic impacts in the contract provisions Ohio contractor use of conveyor belt distribution of concrete into median work site Paver types and their pros and cons High efficiency mixing plants Iowa research study results on mixture efficiency
7. Task Force issues
Opening to Traffic: Paul Tennis is to work on a recommendation for research on dowel bar questions raised by the states in the work done for a guideline for opening to traffic
Dowel Basket Standard: Ron Meskis will look into the arguments over cutting or not cutting the dowel basket tie wires before concrete placement, successes/failures and whys/wherefores of the issue.
