     This work will focus on the ability to develop small area models using a GIS-based methodology. The ability to develop accurate models for these areas is based on the users collecting and manipulating different data sets including: roadway data, probably from the coordinated management system database containing average daily traffic (distributed by vehicle classification for the primary network) and background cartography for network visualization, PhoneDisk CD-ROM containing addresses for businesses and residence in the community of interest which can be geocoded to either the TIGER network or the ArcView StreetMap files and the TIGER Street linework or ArcView StreetMap files for address matching the socio-economic data.
