Meeting held in large conference room at CTRE.
This was the first meeting of this group; therefore,
the first order of business was looking over the proposal.
Updates to the dates on the proposal for the tasks are
as follows:
Task A: GIS-ALAS Research
Literature Review/State of the Art (Michael P.)
Review State of the Practice (Michael P. with assistance
from DOT)
Software Assessment and Selection (Michael P. and
Zach)
Report on Literature Review on Web: started by the
middle of February, finished by the end of February
A likely source of information is the TRB Traffic
Records and Analysis Committee now chaired by Jeff
Paniati, FHWA
Software Assessment and Selection should focus on
finding a way to provide GIS-ALAS for free or as inexpensive
as possible (hopefully $100 or less) to users. Also,
a Web application should be explored, with some consideration
of security. Also, it was clarified that Java is a
programming language on its own and doesn't need to
be connected to the Internet. It is useful for creating
Web applications, however. It was stressed that the
committee must aid in deciding the platform of choice
soon. Finally, we need to determine the "Returns
to Scale" of writing it in one platform and porting
it to another platform.
Zach and Michael are to give a short presentation
during the first part of March on the CAD to MGE to
Mapped Nodes procedure...(i.e., the method used to
create node maps within the GIS environment)
Task B. GIS-ALAS Design
Applications in Engineering and Related Safety Disciplines
(Michael Z.) - we need to coordinate with him to ensure
that we can provide the data required by the applications
he develops. We also need to establish a relationship
with AMS and DMV. MARS/GPS needs to be discussed at
Feb 13th meeting.
Focus Group (for future GIS-ALAS) meeting on February
13th following STRAPP meeting...we should invite:

Duane Shinn, Iowa State University
Steve McGregor, University of Northern Iowa
use of GPS/interface with MARS (discuss with DMV/AMS)
make use of future cartographic enhancements (Michael

on platform chosen by May 31st
Another topic of discussion was the issue of avoiding
the maintenance of two separate systems.
Also, we need to talk with Roger Anderburg on locals
obtaining lap-tops.
Rest of Tasks: not far enough along to make assignments
CTRE needs to document the CAD to MGE to Nodemaps process
(Michael P., Zach, Dan). We also need to set up a schedule
to request the maps from the Iowa DOT as they are finished.
Need to coordinate with Dan.
GIS-ALAS Web page on internet by end of next week (January
31st)
current status under each heading, subheading, etc.
help DOT prioritize by giving them lead time
Periodic reminders to peruse the WEB site will be sent
out to committee members.
